How to create a Google Ads account without starting a campaign

Google's signup steers you straight into building a campaign and entering a budget. You do not have to. Here is the short path to an empty account you can set up properly afterwards.

A Google account and a Google Ads account are not the same thing. Signing in with Google proves who you are; a Google Ads account is the thing that holds campaigns, budgets and billing, and it has to be created separately. That is why a tool can see your Google identity and still find nothing to work with.

Creating one is free. Google collects payment details during setup, but nothing is charged until a campaign actually runs — an empty account costs nothing to keep.

  • A Google account — the same one you want to manage ads from.
  • Your business name and website, or a phone number if you have no site.
  • A card or bank account. Google asks for it to finish setup; it is not charged until a campaign runs.

The setup, step by step

    Start at the Google Ads signup page

    Go to ads.google.com and sign in with the Google account you want your ads under. If you manage several Google accounts, check the one shown in the top corner before you continue — the account you sign up with is the one that will own the ads.

    Decline the campaign builder

    Google opens a guided flow that asks for your goal, your budget and your ad text. Look for the option to switch to Expert Mode, usually a link at the bottom of the goal screen. Google's own help page confirms you can create an account without a campaign at this stage, though the exact wording of the link moves around.

    Choose to create an account without a campaign

    Once you are out of the guided flow, take the option to create the account with no campaign. You end up with an empty account, which is exactly what you want if something else is going to build the campaigns for you.

    Set country, time zone and currency carefully

    These three are permanent. Google cannot change them afterwards — correcting a mistake means starting a new account and losing the history in the old one. Pick the currency you actually want to be billed in and the time zone your reporting should follow.

    Confirm your billing details

    Enter your business information and payment method to finish. The account is now live and able to run ads, but it is not spending anything: with no campaign there is nothing to charge for.

What happens next

Come back to your connection page and press “Check again”. You will not be asked to sign in a second time — the permission you granted earlier is still stored, so LoomaScale simply looks again and finds the new account.

Do I have to enter a credit card?
